Over the
last 30 years, Fulton has worked as a contractor, financial planner,
county treasurer, Michigan State Representative, director of a
faith-based disaster relief group, FEMA certified community emergency
response team trainer, and a marketplace and venture capitol consultant.
Western Michigan University: Graduated in 1979
Family: Married to Cheryl since 1979; three daughters & three
son-in-laws.
Sheen Financial: Fulton established this small business in 1989
and continues to operate the business with his wife and daughter Crystal
in Plainwell.
Director of Merging Streams Commonwealth: which is bringing
industrial facilities to Native American Reservations and providing life
& job skill training through market place ministry.
Business & Market Place Development: Fulton created Issachar LLC
& Issachar Management Group to develop, manage and bring to the
marketplace new ideas, products, processes and systems, as well as
create innovative financial structures to make these ventures possible.
Speaking & Consulting: Currently, Fulton is speaking at Tea
Parties and other venues across the state on taxation, budget &
regulatory issues, economics, free enterprise and disaster training &
preparation. He proposed three ballot resolutions dealing with these
issues, which can be viewed on his web site.

Rep. Sheen introduced Resolution L and the MI Fair Tax Ballot Proposal
to replace Michigan’s uncompetitive and complicated Gross Receipts Tax
Personal Property Tax and Michigan State Income Tax with a simple
consumption tax.

National Council of Insurance Legislators (NCOIL): He chaired the
Financial Services Committee, and was on the Health Ins, Life Ins.,
State & Federal Relations and Executive Committees.

Director of Isaiah 58:12 Faith-Based Disaster Relief Group:
Isaiah
58:12 is a non-profit 501(c) (3) organization which was created to
facilitate and administer disaster relief. Over the last five years they
have brought provisions, repaired homes and built homes from the ground
up, for the victims of Hurricane Katrina in MS, and Hurricane Ike in TX.
The victims of these natural disasters must now rebuild their lives, as
well as their homes. This is why Isaiah 58:12 was created; to minister
to the physical, spiritual, and emotional needs of disaster victims.
Citizen
Corp FEMA Certified:
Fulton is
a FEMA certified Community Emergency Response Team (CERT) Trainer. In
2009, having served the maximum three terms in the Michigan Legislature,
Fulton began to teach the CERT course. He has been training volunteers
in churches across Michigan to work in concert with first responders in
search & rescue, minor triage, building assessment and other disaster
relief efforts. These faith-based volunteers are now qualified to assist
first responders and help with disasters in their communities as well as
anywhere in the United States. In 2009 over 600 new volunteers have been
CERT trained across the state of Michigan and has started going to other
states as well.
