Happily & Thankfully Married: to the former Cheryl Graveling in 1979
Has three married daughters: Jennifer is a Psychological Operation Specialist currently stationed at Fort Bragg, NC; Crystal works in our financial planning business; and Jessica is in the MI National Guard after a year in Iraq is going to WMU.
Established Sheen Financial in 1989 and continues to operate the business with his wife and daughter in Plainwell.
Elected Offices
Allegan Country Treasurer: 1996 & 2000.
MI State Representative: Served 3 two year terms (Termed out 12-31-08)
- Tax Policy Committee: All 3 terms, Committee Chair in 2005 – 2006
- Children Family Services: All 3 terms, Republican Chair in 2007 & 2008
- Other Committees Served: Government Relations, Insurance & Financial Services, Senior Health, Security & Retirement, and Regulatory
- Rep. Sheen headed up the MI Fair Tax Ballot Proposal to replace Michigan’s uncompetitive and complicated Gross Receipts Tax, Personal Property Tax and Michigan State Income Tax with a simple consumption tax.
Rep. Sheen was also a part of several National Legislative Organizations:
- The National Council of Insurance Legislators (NCOIL): He chaired the Financial Services Committee and was on the Health Insurance, Life Insurance, State & Federal Relations, and Executive Committees.
- American Legislative Exchange Council (ALEC): Rep. Sheen served on the Tax and Fiscal Committee.
Director of Isaiah 58:12, a Faith-Based Disaster Relief Group:
Fulton continues to organize and lead mission trips to disaster sites wherever needed. He has been down fourteen times to Mississippi areas Pass Christian, Waveland, Picayune, and D’Iberville with local church volunteers to help rebuild the homes and the lives of Hurricane victims after the devastation of Hurricane Katrina. Fulton and Isaiah 58:12 are a part of the White House Conference for Faith-Based Community Initiatives.

Citizen Corp FEMA Certified:
Fulton, along with many Isaiah 58:12 members, has taken the FEMA post-911/Hurricane Katrina Certification Course Citizen Corp, which allows him to work in concert with first responders in search and rescue, minor triage, building assessment and other disaster relief efforts. At the end of November, Fulton will have taken the Train the Trainer Course and will be able to teach Citizen Cert Course anywhere in the state of Michigan. Fulton has worked with his County Emergency Director on several disaster efforts when the Kalamazoo River flooded and severe storms caused Allegan County to be declared a Disaster Zone.
